Internal email is monitored, and they will tell you so
Asked whether any email filtering, blocking or IT security rule had been applied to messages about one member of the public, the agency answered that no such record exists, and then described the rule in the following sentence.

There are no records that are responsive to this part of the request. However, the Senior Manager of Technology Infrastructure provided this statement: A Microsoft 365 Exchange redirect rule was put in place to redirect any messages coming from or about Henk Meyers to any CT employees to both my mailbox and a shared mailbox with Transit Security.
Read that as an applicant: mail sent by or about a named private citizen, to any employee of the agency, was routed to a manager's mailbox and to Transit Security. Whatever you make of it, it is the agency's own description of its own mail configuration.
02Records management
Retention policy is applied unevenly
In November the agency explained that Microsoft Teams messages are transitory and expire after thirty days.

Six weeks later, closing a different request, the same officer explained why the agency was able to produce 889 emails from 2015 and 2016.

Ten-year-old email survived. Five-month-old Teams chat did not. Both statements are the agency's.

Who signs the answers
Four names appear throughout the correspondence. Each has a page here with their own words on it.
You can't. Not on their portal, anyway. Community Transit does not publish records requests to the public, so searching 25-123 or 25-209 on its records portal returns nothing.
What you can do is ask for the same records yourself. The portal takes requests from anyone, and the request numbers on this page are the ones to cite. They know which ones. The documents themselves are published at The Records, exactly as the agency sent them.
